The Short Answer
Weekend or short city break: buy a travel eSIM before you fly.
Two weeks or longer: consider a German prepaid SIM or eSIM if you need more data or a German phone number.
Very tight budget: WiFi-only can work in central Berlin if you download offline maps and use station WiFi as a backup.
Airport SIM: useful only as a fallback if you arrive with no plan and need data immediately.
