Which Berlin water is actually open to your boat?
Berlin rents out 15 hp motorboats, kayaks and SUP boards to anyone, no licence asked. What the ads skip is the map: the stretch every visitor wants, past the Reichstag and Museum Island, is closed to all of them. This map shows what each craft may actually use.
Pick kayak and SUP, a licence-free rental boat, or a sightseeing cruise, and the map recolors Berlin’s waterways: open, restricted or closed for that craft, with the real rental bases and cruise piers plotted where they actually sit. The rules come from the Berlin water police’s own provisions for small craft in the inner city.
Berlin has two water worlds and one closed door between them. The closed door is the inner-city Spree between the Kanzleramtssteg and the Oberbaumbrücke, including the Spreekanal around Museum Island: no kayaks, no SUP boards, no licence-free motorboats, all year. That is exactly the stretch on the postcards, which is why the guided cruise exists. Everything else is more open than people expect. Paddlers get the Landwehrkanal in both directions and the Spree east of the Oberbaumbrücke, licence-free 15 hp boats get Köpenick, the Dahme and the Müggelsee, and the Havel lakes run their own quieter season in the west. The map holds all of it in one picture so you can decide in a minute which water day you are actually booking.

The dots are the actual rental bases and cruise piers: kayaks on the Insel der Jugend in Treptower Park, walk-in boards at the Rummelsburger Bucht, 15 hp day boats at Wendenschloss, and the city cruise piers at Friedrichstraße and the Nikolaiviertel.
The rules behind the colors
The inner-city Spree between the Kanzleramtssteg and the Oberbaumbrücke, with the Spreekanal, is closed to muscle-powered craft and to every motorboat under 15 hp; entering needs a German sport boat licence. The short Moabit stretch between the Lessingbrücke and the Kanzleramtssteg allows paddlers only between 9:00 and 19:00. The Landwehrkanal is capped at 6 km/h and effectively belongs to paddlers, the Spandauer Schifffahrtskanal is closed to sport boats between Westhafen and the Spree mouth, and swimming is banned in the entire inner-city river and canal system.
My advice
Decide which Berlin you want from the water before you book anything. If it is the skyline, take the one hour cruise from Friedrichstraße, because no rental craft is allowed on that stretch. If it is a real day out, go east: a kayak from Treptower Park up to the Oberbaumbrücke costs about 15 EUR an hour, and a licence-free 15 hp boat on the Dahme splits to around 30 EUR a head with six people. I would not spend a first visit fighting for water the rules have already given to the big ships.
